The federal government’s Home Guarantee Scheme 2025 is set for a major expansion from 1 October 2025, creating more opportunities for Australians to achieve the dream of home ownership. The Home Guarantee Scheme is designed to help eligible Australians purchase their first home with as little as a 5% deposit while avoiding the added cost of lenders mortgage insurance (LMI). This can save buyers tens of thousands of dollars and significantly shorten the time it takes to enter the property market. In the past, strict income limits and capped property prices restricted the scheme to certain areas, forcing many buyers to settle for units or homes in outer suburbs far from employment hubs, transport links, and lifestyle amenities.

From October 2025, those limitations will be removed, and property price caps will be increased across most regions. This means buyers will have access to a wider variety of properties, including more houses in capital cities and popular suburbs. Under the old rules, just 33% of property markets nationwide were accessible under the scheme, but this will rise dramatically to 63.1% of markets. For houses, eligibility will extend to 51.6%, while an extraordinary 93.7% of unit markets will now fall under the scheme.

Key regional increases include Sydney, Illawarra, Newcastle, and Lake Macquarie, where the cap will rise by $600,000 to $1.5 million. In Southeast Queensland, including Brisbane and the Gold Coast, the cap will rise by $300,000 to $1 million. Adelaide’s cap will increase to $900,000, expanding eligibility from just 2.9% of suburbs to nearly half at 46.6%. In Brisbane, the percentage of units qualifying will soar from 36.9% to 97.5%. According to Cotality economist Kaytlin Ezzy, these reforms will “level the playing field,” giving buyers without financial assistance from family the chance to access suburbs close to jobs, lifestyle hubs, and quality infrastructure.

The expanded Home Guarantee Scheme represents more than a policy change—it is a genuine opportunity for first home buyers to enter the market sooner and more strategically. Sales volumes hit 43,436 in August, which is 3.8% above the five-year average. Rental markets remain extremely tight, with capital city rents rising 3.4% and regional rents increasing 5.8%. With interest rates easing and market confidence improving, the spring selling season is expected to be one of the busiest in recent years.
